What is a neighbourhood plan?

A neighbourhood plan is a community-led planning framework for guiding the future development, regeneration and conservation of an area. It is about the use and development of land and may contain a vision, aims, planning policies, proposals for improving the area or providing new facilities, or allocation of key sites for specific kinds of development.

It may deal with a wide range of social, economic and environmental issues (such as housing, employment, heritage and transport) or it may focus on one or two issues only. These may be issues that are relevant to the whole neighbourhood or just to part of the neighbourhood. It is for those producing the plan to decide on its scope and content. A neighbourhood plan will be part of the statutory development plan for the area, if successful at referendum. This statutory status gives neighbourhood plans far more weight than some other local documents, such as parish plans, community plans and village design statements.

Frisby Neighbourhood Plan

In March 2016, Frisby Parish Council held an open meeting to see if there was interest by villagers in launching the process of developing a plan for the village.  The attendance was very positive and an Advisory Committee was formed. The establishment of a NPAC meant that the village would be able to influence its future development, rather than just follow a plan set by the Borough Council.

In addition, members of the Parish Council along with the Parish Clerk and Yourlocale (a specialist agency who will provide expert advice) support the Committee.

The Frisby on the Wreake NPAC Committee

The Neighbourhood Plan Advisory Committee is urgently looking for volunteers from the village to be involved in shaping and influencing the growth and development of our village future. The finished plan will ultimately be submitted to Melton Borough Council.
